Summary :

The work schedule for this position is : Full Time – 40 hours per week

Start date : Candidate must be able to begin working within a reasonable period of time (two weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties :

Under the Pol/Econ Officer’s supervision, the incumbent provides information gathering, research, analytical reporting and related services of broad scope and complexity in the field of political reporting.

Obtains information from a mix of published sources and personal contacts and prepares both factual and analytical reports under the direction of the Political/Economic Section Chief. Drafts post’s required annual submissions to the Department on human rights, religious freedoms and trafficking in persons (TIP). Drafts topic related cables as directed. Responds to requests for information from Political/Economic Section Chief on a broad range of political topics. Prepares biographic reports on key personalities, including summaries of published information on the subject and information gathered from personal contacts. Fills in as Economic Assistant backup and Grants Specialist backup.

Reviews the daily press, government reports, published statements of legislative proceedings, and related published sources. Briefs on Chad political and social context and background to visitors and officials when requested. Drafts diplomatic notes, demarches and response cables. Provides translation for documents and meeting interpretation. Acts as Grants Officer Representative. Determines which items are of likely interest to American officers and the U.S. government and reports regularly on such information. Develops and maintains an extensive range of contacts at a relatively high level in the government, political parties, and other key institutions and organizations. Highlights items and events of interest for officers and conducts more in-depth follow up with contacts in consultation with the Political/Economic Section Chief.

Provides regular briefings for Ambassador, Deputy Chief of Mission, Political and Economic officer on political issues, putting these into context and forecasting likely outcomes.

Arranges appointments for Embassy officers and visiting officials, and accompanies them to meetings as requested. May act as interpreter at these meetings. May provide other translating services as required. Attends legislative sessions and political party conventions and other conferencesfora and meetings and reports on proceedings. Supports the development of schedules for in-country travel by American officers in order to obtain information first-hand from provincial or local officials; accompanies such officers as requested.

Provides occasional back-up and research on economic issues in the absence of the Economic Assistant. Conducts research on candidates for USG training as required under Leahy Vetting and as requested by the Political/Economic Section Chief.

Performs other duties as required by the Political and Economic section.

 

Qualifications and Evaluations :

Requirements :

EXPERIENCE : At least five years of progressively responsible experience in professional social science activities, such as research and analysis, reporting on political matters, journalism, or other work requiring the following: 1) gathering information from a variety of sources and compiling and analyzing results for a diverse audience,

JOB KNOWLEDGE : A good knowledge of the host country’s political institutions, structures, political parties and systems, and historical development. A general understanding of the U.S. foreign policy objectives. A bsaic understanding of economic principle. A broad network of contact in the field of political and social networks.

Education Requirements : 4 year college degree (Bachelor’s degree) in a social science or humanities discipline.

Evaluations :

LANGUAGE : Level 4/4 (speaking, reading, and writing) English and French is required, as is level 3 speaking in Arabic (local Arabic is sufficient).

SKILLS AND ABILITIES : Ability to interpret the needs of American staff members and other information consumers for coverage of political development. Ability to develop and maintain an extensive range of mid-level contacts in the public and private sector. Ability to obtain material from varied sources and prepare reports of both a factual and analytical nature in precise and accurate form. Ability to broaden and develop contact network.

Benefits :

Agency Benefits : Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in N’djamena Chad may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

* IMPORTANT : Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
