Summary :

The work schedule for this position is : Full Time – 40 hours per week

Start date : Candidate must be able to begin working within a reasonable period of time (two weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties :

Under the Pol/Econ Officer, the incumbent assists the Political and Economic Section Chief with monitoring and reporting on Chad’s economic, commercial and ESTH (Environment, Science, Technology, and Health) conditions. Promotes trade and commerce with the United States, with guidance from the U.S. Commercial Service. Serve as back up to the Political Assistant and Grants Assistant.

Monitor economic, commercial, and ESTH developments in all media and through relationships with local contacts. Promptly recommends items of interest and importance to the Political and Economic Section Chief. Responds to inquiries related to the field competence. May undertake field travel to oversee conditions first hand normally in the company of a U.S. officer.

Performs economic, commercial, and ESTH information gathering and market research. Analyzes statistical data on economic trends in Chad and the region. Drafts the annual updates to the Country Commercial Guide, and the Congress mandated reports including the AGOA, Fiscal Transparency, Investment Climate and the Worst Form of Child Labor reports.

Schedule meetings for officers and visiting delegations, assists with developing talking points and biographies, and attend meetings as note-taker when appropriate. Provide prompt summary of key points. Responds to commercial queries from local and U.S. businesses. Assists with organizing trade events and promoting International Buyer Program (BP) and Select USA tradeshows. Organizes logistics of economic and commercial events (roundtables, DVD’s, etc), including drafting guest lists, invitation’s, agendas, and meeting minutes.

Writes cables on economic developments on a regular basis.

Translates documents and serve as translator for US Officer in meetings in and outside the embassy.

Manages and assist with the management of grants within the Pol/Econ section. Demonstrates integrity and diligence in grant oversight. Serve as back up to the Political Assistant. Performs other duties as directed in support to the overall Mission.

 

Qualifications and Evaluations :

Requirements :

EXPERIENCE : Two years progressively responsible work experience which includes collection and analysis of information, writing, and interaction with the public are required.

 

 

Job knowledge :

Job holder must have a thorough understanding of Chad’s economic, social, and political environment. Must be familiar with economic terminology and be able to analyse statistical data on economic trends in Chad and the region. Does not require any prior knowledge of USG policies.

Education Requirements : Bachelor’s degree in economics, finance, law, or history.

 

Evaluations :

LANGUAGE : Level 4 (reading, writing and speaking) English and French are required. Level 4 in speaking Chadian Arabic is required.

SKILLS AND ABILITIES Ability to work independently. Basic computer skills in Microsoft Office Suite is required. Must have strong analytical abilities in order to obtain and evaluate relevant data and write accurate and precise reports.

Agency Benefits :

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in N’Djamena/Chad may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
