CHILD SAFEGUARDING:

Level 3 – the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


 

ROLE PURPOSE:

The Head of Awards & Partnerships will provide the primary award management inputs for both development and humanitarian programmes, on-going support to develop best practice award management procedures and processes, as well as overseeing best practices for selecting operating partners and collaborating in managing safe and effective partnerships. The role integrates 5 main aspects:

 

  1. Lead and reinforce the capacity of the award and partnership management team.
  2. Lead the development and advancement of award management smooth processes and systems.
  3. Develop compliance of operational teams, at internal and partnerships levels, with donors’ requirements and SCI procedures.
  4. Organize quality and timely reporting and communication with SCI members.
  5. Oversee partners’ assessment process, to improve capacities and monitor partners’ performance in sub-grants delivery and management.

 

 

 

SCOPE OF ROLE:

 

Reports to: Director of Programs and Operations.

Staff reporting to this post: Grants and Partnership Manager

Size of awards to be managed: around 30 million USD yearly

Role Dimensions: Member of Senior Management Team.

 

Decisive role in internal interactions with project managers, various support services and all active partners, as well as external interactions with members and local and international representatives of donors. Accountable for contractual commitments with donors and partners.

 

KEY AREAS OF ACCOUNTABILITY:

 

Award Management

  • Provide strategic and operational support as well as oversight within the Senior Management Team on all aspects of awards' management.
  • Provide management information to the Senior Management Team on a regular basis on awards status, progresses and risks.
  • Ensure accurate and up to date information on the funding pipeline and awards portfolio is readily available to Senior Management Team and members.

 

 

Monitor portfolio of country awards.

  • Ensure that all applicable policies, procedures, processes, systems, standards, and tools are adhered to by SCI Mali and that donor requirements are met.
  • Collaborate with the Finance Director for ensuring the Country Office has a clear framework for master budgets development, costs allocation, monitoring of awards budgets, phasing, and forecasting, in particular ensuring alignment between the master budgets and funding trackers.
  • Collaborate with the Internal Control and Audit Manager, with the Programs and Operations, Finances and HR teams for ensuring that the regular and occasional donor’s audits are anticipated, well prepared, and responded in the best way.

 

 

Work with internal and external auditors as necessary.

  • Ensure that necessary risks are taken knowingly with appropriate mitigating actions. 
  • Identify, assess, input, recommend on the existing and desired reconciliation process (reporting assurance mechanism) between Finance, Procurement, Logistics, Distribution, and M&E to ensure accountable reporting to donors.
  • Ensure that the Award Management System (AMS) is effectively maintained, up to date and accurately records the audit trail (data and process) for all awards and sub-awards.

 

 

Recruit, train and manage award management staff.

  • Build and maintain relationships with the local representatives of donor organisations, working closely with relevant members to ensure consistent communications to donor organisations at all levels.
  • Build and maintain relationships with relevant networks and awards management staff of similar organisations in the country.

 

Donor Compliance:

  • Ensure all donor requirements are met and there is a complete audit trail of the implementation and reporting for all awards.
  • Ensure that key contributing staffs have a clear understanding of donors’ requirements and expectations at the proposal, agreement, kick off, implementation, amendment, reporting, close out and audit stage of awards.
  • Ensure that all new staffs receive an orientation to SCI awards management processes, systems, tools, and donor compliance requirements that are relevant to the role.
  • Ensure that key processes are in place so that proposals, formats, eligibility, compliance, reporting, M&E and quality assurance receive optimum attention at the various stages of the awards life cycle with a view of securing donor satisfaction. 
  • Work with the finance team and provide technical advice to strategic donor costs allocation with a view to minimise compliance requirements where possible (timesheets, co-financing etc.)
  • Ensure potential issues and amendment requests are flagged promptly to donors via the relevant Save the Children member. This may include developing business cases where donor waiver/derogation requests need to be more thoroughly articulated or negotiated with donors.

 

 

Donor Reporting:

  • Support the reporting process to ensure that Mali projects staffs are able to capture relevant information in the process of implementation to aid quality report writing (information management).
  • Put in place and implement all appropriate processes and tools to enable the Mali Country Office to submit quality reports to members and donors on time supporting the achievement of the global Key Performance Indicators.
  • Support good coordination between members, donors and field teams in terms of the reporting process, responsiveness and information flow with adherence to donor reporting and submission flow chart.
  • Support the review of high-risk awards donors’ reports periodically.

 

 

Partnerships:

  • Manage the SCI partnership cycle, working with relevant departments staffs to ensure all SCI Mali implementing partners undergo a rigorous capacity assessment and legal vetting prior to commencing work, are engaged with appropriate agreements and that effective monitoring systems are in place so that partner delivery meets donor expectations and requirements.
  • Ensure that the sub-grant agreements, Terms of Reference, and Terms of Partnerships, as well as institutional policies and procedures are complied with by the partner organizations, including policies on child safeguarding and advocate for amendments and flexibility where necessary.
  • Ensure that SCI Mali convenes grants opening meetings with partners when new grants are awarded, involving SCI program and finances staffs, area and field Managers.
  • Collaborate with Programs and Operations Director, Safeguarding teams and programs teams in capacity development planning and delivery of Safe Partnerships.

 

 

Capacity Building :

  • Recruit, train and manage awards and partnership staffs.
  • Support capacity-building efforts across the Mali Country Office through trainings, learning materials such as training manuals.
  • Support the awards management team to strengthen the knowledge and capacity of staffs across all functions, to manage awards and comply with donor requirements as relevant to their role by providing induction, training and coaching consistent with their various roles and responsibilities.

QUALIFICATIONS AND EXPERIENCE:


Essential

  • Masters or equivalent degree in International Development, Social studies, Business and Administration or related areas.
  • 5-8 years’ experience of international organisations of similar size to Save the Children.
  • 5-8 years’ experience in programmes or operations support functions like finance, awards, grants management, programmes management / administration.
  • Extensive experience with NGOs with increasing responsibilities including a proven experience of establishing and running the awards management or similar function in the field.
  • Knowledge of the requirements of major institutional donors including budgeting, eligibility, issues, compliance management, and reporting.
  • Experience of engaging with donors at country strategy levels.
  • Proven track record of active contribution to a Senior Management Team and providing strategic support across multiple sectors.
  • Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities.
  • Experience of and well-developed skills in staff management and supervision with proven strong coaching and capacity building skills.
  • Very strong capacity for attention to detail, problem solving, and analysis of trends.
  • Demonstrated rigor, strong organizational and planning skills.
  • Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
  • Cultural awareness and ability to build relationships quickly with a wide variety of people.
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
  • Strong communication capacities in French and English (written and spoken), and interpersonal skills, with experience in managing multicultural teams.

 

 

Desirable but not essential

  • Previous Experience with Save the Children, knowledge of Awards Management Policies, procedures and systems and Save the Children’s Awards Management System software (AMS), or equivalent in other INGO.
  • Understanding of how to produce financial reports from Save the Children’s overseas accounting software (Agresso), or equivalent in other INGO.
  • Experience of Project Management, M&E Management or Funding Coordination.
  • Experience of such managerial position in a Country Office of equivalent size and budget.
  • Strong knowledge of Mali context.
  • Bambara language practice.
