About CRS

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

CRS has been operating in Mali since 1999 supporting relief and development operations in the country. Over the past years, CRS engaged in health, humanitarian response, education, agriculture, and peacebuilding/social cohesion programming along with institutional capacity building activities targeting the local Caritas and other local organizations. CRS has developed strong relationships with government line ministries, partners, and communities we serve in the country, implementing a multi-sectoral program portfolio.

CRS Mali has been engaged in Malaria work since 2015 with work on the ACCESS-SMC project, and partnered with PSI in 2017 as a sub-recipient on their Global Fund Malaria grant in charge of delivering Seasonal Malaria Chemoprevention (SMC) activities in 19 health districts. CRS applied for and was granted the Principal Recipient role for the Global Fund malaria NFM3 grant slated to be implemented from 2022-2024. The new grant will support Mali’s National Malaria Control Program implement its malaria control strategy towards its 2030 vision of “a Mali without Malaria.” Specific objectives for 2024 include the reduction of the mortality rate from malaria by at least 60% compared to 2015, the reduction of malaria incidence by at least 60% compared to 2015 and strengthen coordination and program management capacities at all levels.

Job Summary

As Global Fund Deputy Project Director, you will support the Project Director in the management of programming activities, coordination with the Ministry of Health, National Malaria Control Program (NMCP), and leadership and supervision of sub-recipient partners and field teams project activities. The Deputy Project Director plays a key role by managing the project regional focal points and collaborating with key colleagues to ensure successful delivery of seasonal malaria campaign management, risk communication, malaria treatment, prevention (including nationwide bednet distribution), and ICT4D innovation.

Key Roles and Responsibilities

  • Support the Project Director to provide management, guidance, and technical oversight of all the Global Fund Malaria Project throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent and supervise the regional focal points and ensure strong coordination with Supply Chain, MEAL, Finance, and communication units. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • In collaboration with the Project Director and other CP-level malaria research projects, develop and document program learning – identify opportunities for learning, research and publications in the area of malaria and support the project’s MEAL Manager in the implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Support the Project Director and other relevant project staff to provide technical assistance and capacity strengthening activities in malaria for staff and partner organizations to enhance program quality and impact.
  • Lead the identification, assessment and strengthening of the High-Performing Implementer concepts relevant to the Global Fund Malaria/National Malaria Control Program capacity strengthening and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Basic Qualifications

  • Master’s Degree in Public Health, International Development, International Relations or related field is required. Additional experience may substitute for some education.
  • Minimum of 5 years experience in relevant senior management required, with preferably at least 2-3 years working in the area of health programs in African countries.
  • Experience in managing complex projects in Malaria prevention and treatment preferably with a project funded by the Global Fund to fight AIDS, TB, and Malaria 

Required Languages – French fluency required, English fluency a benefit

Travel – Must be willing and able to travel up to 20%. 

Knowledge, Skills and Abilities

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally and professional competency to represent CRS to host government and other organizations
  • Good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented and results-oriented. Proven leadership abilities to build and motivate diverse and talented teams 

Preferred Qualifications

  • Advanced degree and experience in international public health.
  • Strong experience in project grants management, including project design, preferably for grants from multiple public donors including the Global Fund to fight AIDS, TB and Malaria.
  • Experience coordinating with partner organizations to implement complex health projects
  • MEAL skills and experience required
  • Staff management experience and abilities that are conducive to a learning environment
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
