The Arrondissement of Sa'a is located in the Department of Lékié, Centre Region. Its surface area is 583.90 km². The Commune of SAA is located on the same territory as the Arrondissement which bears the same name. Created by Order N°537 of 17 August 1952 of the High Commissioner of the French Republic in Cameroon, it is located at about 72 km from Yaoundé (Capital of Cameroon).

With its 86 villages, the Sa'a commune is managed by a municipal council of 41 elected members.

 

The Commune of SAA is located between 4°10' and 4°20' North latitude and 11°45' and 11°75' East longitude.

The Commune of SAA is bounded to the North by the Pont de l'Enfance, to the South by the Commune of Obala, to the East by that of Batchenga, to the West by the communes of Monatélé and Ebebda. The health map includes a district hospital, a district health service, 12 public health centres, 5 private health centres and a pharmacy.

On the socio-educational level, the commune has public and private school groups. It is worth mentioning its famous agricultural college, the Bullier de Nkolmebanga college and a higher institute of agriculture (ISSAER) located at the CRAT Mgr Jean Zoa as well as a nursing school.

 

The population of the Sa'a commune is known for its dynamism.  It exceeds 200,000 inhabitants, including more than 10,000 in the town of Sa'a alone.

The main economic activities in Sa'a are agriculture. Foodstuffs (cassava, macabo, maize, plantain, okra, groundnuts) are grown. The population also engages in intensive market gardening, the products of which are sold daily on the markets of Yaoundé and neighbouring countries. The main export product is cocoa. Trade is present with the distribution of foodstuffs, cleaning products and drinks outlets. The population of Saa is also very active in animal husbandry: sheep, goats and poultry. Fishing is for self-consumption.

 

Settlement history

The commune of SAA is made up of five groups (Engab, Kouna- Odzolo, Lebamzip, Nkolbogo, Nkolmvack) and two cantons (Ebombo, Saa) which have always lived in harmony. The Commune of SAA is the chief town of the district that bears its name, and which takes its name from that of its urban centre. The town of SAA takes its name from the main watercourse that runs through it, the river "Saa Bock".

 

The major events that have marked the commune are

- 1952: Creation of the Commune of SAA;

- February 2008: Realization of the PDC of SAA;

- March 2008: Coaching on asset and financial management of the Commune of SAA;

- August 2010: Evaluation of the results of the coaching of the Commune of SAA in the management of its assets.

 

 

Geography

The commune of SAA was created on 17 August 1952 by decree N° 537 of the President of the Republic. It is bounded: - To the East by the Commune of BATCHENGA; - To the West by the Commune of EBEBDA; - To the North and North West by the Sanaga River; - To the South by the Communes of MONATELE and OBALA. The Commune of SAA is located in the Centre Region, Department of Lekié. It covers the territory of the Saa district, with an area of 583.9 km² (source: administrative map of Cameroon INC). It is situated about 28 kilometres from MONATELE, the capital of the Lekié Department, and about 72 kilometres from Yaoundé, the political capital (Yaoundé), with about 62 kilometres on the national road N°4, and 10 kilometres on the old Yaoundé-Bafoussam road.

 

 

Demography

The Commune of SAA has 84 (eighty-four) 3rd degree chiefdoms, five (05) of which constitute the urban area; organised into five (5) groupings and two (2) cantons: these are Engab, Kouna Odzolo, Lebamzip, Nkolbogo, Nkolmvak, Ebombo and Saa cantons. With a density of 105 inhabitants per km², the main communities present are the Eton and the Manguissa. The Bassa, Bulu, Bamiléké, Ewondo, Sanaga and foreign nationals such as Malians, Nigerians and Nigerians are also poorly represented. The population of the Commune of SAA is estimated at about 53,219 inhabitants according to projections based on the results of the third General Census of Population and Housing of 2005. Considering the respective growth rates of 2.7% and 2.5% from 2006 to 2010 of the population of the Arrondissement of Sa'a, applied for the estimation of the population of the Commune; and considering the collection of field statistics in the villages of the Commune, the population of Sa'a is estimated to be 93,113 inhabitants in 2015

 

Basic social facilities and infrastructure: Education situation

  • For primary education, 59 schools (47 public and 12 private); - For nursery education, there are 44 nursery schools (32 public and 12 private);
  • For secondary education, 16 secondary schools (including 04 general high schools, 02 technical high schools, 02 CETIC, 06 CES, 02 private general and technical colleges);
  • 01 SAR/SM ;
  • 01 nursing school.

 

Whatever the level of education, these structures suffer from insufficient equipment and infrastructure, as well as a shortage of quality and quantity of staff.

 

 

Health situation

The health sector is organised by the commune's health district. The commune has a district hospital and more than ten public health centres and around seven private health structures, plus a pharmacy. All these facilities have limited human resources and equipment. The fight against HIV/AIDS is one of the priorities of the commune. Local HIV/AIDS committees have been set up. The diseases that are common in the commune are

  • Malaria
  • Typhoid
  • Dysentery
  • STIs/AIDS
  • Diabetes
  • High blood pressure.
  • Yellow fever or hepatitis B
  • Measles.

 

Traditional medicine is practiced locally and is quite rare. It concerns so-called minor illnesses such as jaundice, colic, headaches and minor burns. Similarly, there are traditional practitioners in the community to whom cases of serious illness are referred (madness, bewitchment, etc.).

 

 

Electricity

The main sources of energy used in the commune are firewood, raffia bamboo, petroleum products and electricity. As far as electricity is concerned, the coverage of the various villages is still insufficient. The ENEO network (formerly AES SONEL) and a few household generators can be seen on both sides of the commune.

 

 

Water

The hydrographic regime is dense and permanent. There are rivers and streams. The main ones are

  • The Sanaga, which is the longest river in Cameroon with 918 km;
  • The Afamba ;
  • the Ntso in the Lebamzip group (village of Ebang), and ;
  • numerous rivers such as: Saa-Bock-Nga'a, Polo, Kouma, Lepopomo, Messam, Logo, Mbosso.

 

 

Communication

As far as telecommunications are concerned, the commune of SAA has access to the mobile telephone network (MTN, ORANGE and NEXTEL). Information is received through local radio stations (radio colombe and radio ma'ali) which broadcast on FM from the town of SAA, as well as CRTV Radio and Television.

 

The road network of the commune covers more than 400 km of roads with about 10 km of asphalt roads. Rural tracks, although few and insufficient, allow for movement from one end to the other. Those that do exist are in very poor condition for the most part and are therefore not very practicable in the rainy season.

 

Economic activities :

Agriculture

Agriculture is a dominant economic activity in the commune. Practices are oriented towards food crops, market gardening and perennial crops.

Food crop farming, which absorbs a large part of the active population, is an economic activity of great importance. The main food crops are maize, cassava, bananas, macabo, groundnuts, etc. Market gardening is one of the sources of income for people in the swamp areas. It is practiced in all seasons and supplements household budgets. The products of this activity are most often: chillies, peppers, tomatoes, leeks, etc.

Perennial crops are dominated by cocoa, fruit trees (avocado, kolata, citrus, etc.). The high demand for selected plant products shows the interest of the population in agricultural activities. The use of phytosanitary products and the management of soil fertility are poorly controlled. However, the commune has vast areas of arable land.

Numerous producer groups (GIC, UGIC) exist in the commune of SAA. They are very dynamic and have a wide range of activities. However, they are confronted with problems of organisation, training and, above all, insufficient material and financial resources to become truly professional in their field of competence.

The problems of the agricultural sector so far are

  • The ageing of the soil;
  • The diversion of watercourses for market gardening;
  • Difficulties in acquiring improved seeds;
  • The poor quality of rural tracks;
  • Difficulties in selling foodstuffs;
  • The decline in agricultural production;
  • The high cost of inputs.
  • Livestock

 

The commune has enormous pastoral potential. However, livestock farming is essentially traditional and generally concerns small livestock (poultry, goats, cattle, etc.) and only concerns heads of family who find a means of social expression. Alongside these traditional livestock keepers, there are a few professional livestock keepers who, despite everything, still practise extensive methods based on the limited use of natural resources.

 

Trade

The people of the commune of SAA maintain relations both with each other and with other localities in the country, particularly with the political capital. It should be noted that food and market garden production is abundant and varied in the commune. Food and market garden produce from the various villages in the commune are the main products marketed.

Tubers and market garden produce are the most flourishing and are sold at the SAA periodic market, the main outlet for this production. However, there are constraints that hinder the expansion of trade. These include the isolation of certain localities in the commune due to the poor state of the roads and the poor organisation and management of the markets.

The industrial products sold in the commune are

  • Canned goods (tomatoes, sardines, milk, etc.);
  • Basic foodstuffs (soap, oil, salt, cubes, rice, etc.);
  • Hardware products (sheet metal, cement, concrete iron, etc.);
  • Agricultural and pastoral inputs;
  • Shoes and fabrics;
  • Alcoholic and hygienic drinks, etc.

 

 

Handicrafts

The handicraft sector is of the urban type, i.e. it requires a minimum of qualification and includes welding workshops, metal and wood carpentry, photography studios, grain mills, motorbike repair garages, etc. These activities, which are part of the urban sector, are not part of the local economy. These activities, which are part of the informal sector, create jobs and improve the level of income of the actors concerned when they are well supervised. They also constitute a source of resources to improve the level of communal finances.

 

 

Fishing

Fishing remains a very little practised activity. It is mainly in the Sanaga River and certain important rivers that fishermen are found.

 

Hunting

The little varied fauna is essentially made up of cattle, added to the surveillance and control of the forestry and hunting control post, means that hunting is artisanal, and there are some clandestine activities.
