SUMMARY

Under the supervision of the Country Director, the Finance Director dedicates 100% of his/her time leading, coordinating and ensuring the high quality implementation of all activities in finance department, as well as ensuring timely reporting and compliance with donor rules and regulations. Has overall control and responsibility for all financial aspects of ADRA DRC organization strategy and is expected to analyze figures and implement recommendations based on these findings, with the most profitable outcomes.

 

 

RESPONSIBILITIES

Finance Director is responsible but not limited for the following tasks:

  • Treasury
  • Administration of the Agency’s project and administration bank accountants.
  • Ensure that bank reconciliation is prepared in a timely manner, and appropriate action taken where necessary.
  • Recommend to the ADCOM the opening of new and closing of unwanted bank accountant.
  • Monitor the bank balances and ensure that sufficient funds are available before making any disbursements.
  • Approval/Call forward donor funds as per contract stipulations.
  • Accounting
  • Keep accounting records current and auditable.
  • Ensure the completeness and accuracy of accounting records and books are closed as soon as feasible.
  • Ensure that supporting documentation for all accounting transactions meet in the very least the minimum requirements of the agency and donors.
  • Ensure that all changes in budgets are duly reflected in the agency’s accounting system.
  • Ensure that an internal control system is in place and working.
  • Ensure production of monthly financial statements and other financial reports as needed, distribution/and review of these reports to the ADRA board, donors, program management staff and project coordinators on a timely manner.
  • Ensure set-up of new project books and regular back-ups of finance data.
  • Ensure payroll obligations are in accordance with contracts.
  • Ensure compliance in year-end financial closure procedures.
  • Ensure adequate preparation for Audit.
  • Autorisation of transactions
  • Responsible for authorizing transactions as approved by the board/ADCOM.
  • Ensure the agency’s asset management system is accurate and current.
  • Responsible for the insurance update of asset and personnel and claims process.
  • Responsible for recommendation of asset disposal to Board and the asset disposal process.
  • Work in close consultation with country director and managers/ coordinators in financial matters.
  • Member and Secretary of ADCOM.
  • Ensure regular update on Tax and legal issues and compliance.
  • Any other duty assigned by the supervisor.
  • Responsible for authorizing transactions as approved by the board /ADCOM.
  • Ensure the agency’s asset management system is accurate and current.

  • Responsible for recommendation of asset disposal to Board and the asset disposal process.

  • Responsible for monitoring Finance and Administrative staff in the head/field offices and building their capacity.
  • Assist Project Managers/Coordinators in the selection and hiring of project finance staff if it is needed.
  • Ensure set up of accounting systems in the field offices.
  • Ensure Training and Appraisal of Accounts staff/ field cashiers.
  • Responsible for the appraisal of the Accountant Manager  Monitor field internal control systems.
  • Authorisation/Approuval of cash-flow request, payment vouchers….etc
  • Responsible for setting visit itinerary for Field finance staff.
  • Prepare a development plan to build the finance team’s capacity.

1. Develop financial strategies by guiding ADRA Finance team to establish goal; and matching goals to situation with appropriate financial plans

2. Put in place the necessary procedures, practices and training to fill capacity gaps and strengthen the Financial Department;

3. Participate in developing contingency plan for Finance department;

Profil recherché : 

Master in in Accounting and Finance.

 

QUALIFICATIONS AND SKILLS

  1. MBA Degree in Accounting and Finance
  2. At least 10 years of experience working in related field
  3. Well-developed skills in setting priorities, coordinating tasks and a pro-active approach to work;
  4. Ability to organize a team of accountants and finance staff, and coordinate with other department and program directors in relation to financial management of ADRA DRC;
  5. Ability to function efficiently under tight deadlines and stressful situations,
  6. Ability to analyze large amounts of information and make appropriate decision based on the analysis;
  7. High level of personal and professional integrity and the ability to make consistent decisions.
  8. Clear communication skills in a multicultural team;
  9. Excellent organizational and management skills. Very well organized and structured work style;
  10. Ability to communicate in French and English. Able to work both independently and as part of a team in a multicultural environment;
  11. Fully computer literate;
  12. Strong presentation and effective communication skills;
  13. Knowledge of organization’s disciplines and ethical behaviors;
  14. Sensitivity to ethnic, sex or culture differences and ability to adapt to different contexts.
